变更

将动态 Pod worker 的 RUNNER_IMAGE 从本地 bootstrap tag 切换为 Zot 中按 digest 固定的 Ubuntu workflow 镜像。

预期验证

通过 [self-hosted, pod] workflow 执行 actions/checkout@v4、hashicorp/setup-terraform@v3 与 Terraform validate。
