第二批监控验收发现 OCI HelmRepository 正常不产生 Ready 条件。KSM 增加 repository_type 标签，规则排除该类型；其他对象缺少 Ready 仍保留检测。新增回归用例，19 个语义测试通过，50 条规则检查通过。
