Autogen jwtIssuer (#88)

* Autogen jwtIssuer

Unset a default for jwtIssuer and global.spire.jwtIssuer. When unset,
generate it to the default of oidc-discovery.$trustDomain so in many
cases the user doesn't need to set it at all.
