  • controller 自动发布使用 [self-hosted, pod]
  • runner 手动发布使用 [self-hosted, pod]
  • runner 发布仍只允许 workflow_dispatch
  • 暂不引入 Nexus 或 BuildKit 持久化缓存，先测量纯 Pod 后端耗时

VM runner 手动发布 run 765：19 分钟。
