completed webhook 完成 Lifecycle DELETE 后，将 monitor cancellation 视为成功并 ACK JetStream；controller shutdown 仍保持消息未 ACK 以便重投。补充取消竞态回归测试。\n\n本地验证：pytest 22 passed，ruff check passed。
