新增 OpenSandbox Lifecycle API worker，以 ci-vm Pool 承载现有 vm label。worker 从 BatchSandbox allocation 获取实际 Pod UID，创建绑定 sandbox-kata Pod Agent 的临时 ClusterStaticEntry；runner identity gate 在精确 SVID 可用前不注册 Gitea，结束时先删 entry 再删 sandbox。新增 API/Kubernetes 客户端、runner gate、部署契约文档和单测。验证：22 tests passed；compileall、ShellCheck、diff-check 通过。基础设施部署将单独提交 homelab-infra PR。
