当前发布 job 定向到尚未具备可启动构建环境的 microVM，Pod 内 BuildKit 又无法使用 overlayfs。删除 publish-images workflow，避免 main push 或手工触发产生失败/长时间占用；镜像暂时按需手工发布，后续由远程持久化 BuildKit 方案恢复自动化。
